* Background History
Historical facts witness that two reasons are cited for the establishment of Addis Ababa city municipality. First, emperor Minlik, based on the consultancy of his advisers established municipality as it had been made in other cities, to give urban plan of Addis Ababa. Second, Addis Ababa city municipality was established at the mid of 1967 with the intention of collect taxes for the king as the population increases economic growth and physical area of the city had expanded. It is believed that it is necessary to establish modern administration to serve and control the flow of regional administrators coming to Addis Ababa as these movements were alarmingly increased.
Written documents point out that when Betwoded Woldetsadik Goshu was called with the name `Maheber Bet` literally means `Association house` of the city. Later on, it was properly named `Mazegaja Bet` means `Municipality` by Mayor Hiruy Woldesilassie in 1928.
The first municipality building was located at Churchill Street. The municipality was reorganized in new structure in 1942 after the invasion of Italy. City charter No. 172/1954 was proclaimed in 1954 to enable to municipality to work independently there by further insures development and growth of the city and improvement of social life. The current municipality building was built in1965.
The municipality made changes in organizational structure after 1974. Then after Addis Ababa was administrated by city council it structured by 25 higher and 289 localities. After 1991, Addis Ababa had 6 zones 28 districts and above 300 localities that give administrative and municipality service. According to the revised Addis Ababa charter proclamation No. 311/2003, the municipality sector was made to 10 led by the manager of the city and subdivided to 10 sub cities and 99 localities in order to administer different institutions under it. Currently the localities were reorganized to 116 districts as of June 7, 2010.
